My PostgreSQL database shows "Deployment Online" but all connections fail immediately with:
connection to server failed: server closed the connection unexpectedly

• PostgreSQL logs show healthy checkpoints (database process is running)

• Railway UI shows "Unable to connect to database via SSH - Session error"

• Backend deployments stuck on "Creating containers" for 15+ minutes

• Restarted both PostgreSQL and backend services multiple times

• No changes on my end - was working earlier today
  Project is on Pro plan, us-west1 region. External proxy connection completely broken even though the DB process itself is running.
