PostgreSQL service down — Connection refused

Question

> _My PostgreSQL service has been down for the past \~1 hour. The internal hostname_ `postgres.railway.internal` _is returning "Connection refused" and the TCP proxy_ `centerbeam.proxy.rlwy.net:40812` _is also dropping connections. I already tried restarting the service from the dashboard with no effect._
