Postgres crashlooping since GCP outage (May 19) - failed to exec pid1, production down

My production Postgres has been crashlooping for ~11 hours, since the GCP outage that started May 19. The deploy shows "Completed" but the Database tab says "The database deployment has stopped running" and my app gets connection timeouts, so the public URL returns 502.

Postgres deploy logs repeat this every few seconds:

ERROR (catatonit:2): failed to exec pid1: No such file or directory

Mounting volume on: /var/lib/containers/railwayapp/bind-mounts/fc55587e-1fce-4a4b-8fce-f47a575f5488/vol_efsmpmg2g25e9s0h

App deploy logs: "Connection terminated due to connection timeout" at initDB.

Restarting both services does not help - Postgres dies within seconds.

This is a production system (carwash POS) and operations are blocked. Please help restore the volume / Postgres. Is this related to the ongoing GCP outage recovery?
