Postgres database in the Hobby plan have downtime?

I am looking to create a database only, I have the backend somewhere else. My question is if I can create the database alone in the Hobby plan, and I want to know if this database in this plan would have downtime or any limitations beyond the characteristics of the plan?

There would be no downtime as long as you continue to pay and as long as your database only uses the resources allowed for by the hobby plan.
