Could you check if the environment variables are correctly connected in Railway? To make the services internal connected you need to directly mention them in the variable name (Example ${INSTANCE_NAME.environmentVariable}) so making it the internal host will became available in the system that uses this variable

Same issues, not just POSTGRES, but other database like MongoDB and Redis using the external network (internal network is still working). No solution yet.
