Postgres DB stuck in deployment. Does not complete. Just forever deploying. API is down as a result.

I'm redeploying my API and restarting the Postgres DB in the process. The PG DB has been deploying for 25 minutes now and still nothing.

Also having this issue on one of my accounts. I cannot connect the the existing "online" deployment which is what prompted me to try redeploying.
