Postgres instance stuck in persistent I/O-wait state

simple indexed DELETE queries that normally take milliseconds are hanging for 20+ minutes with 0% CPU utilization, confirmed via pg_stat_activity showing wait_event_type=IO, wait_event=AioIoCompletion. Started after a volume resize from default to 10GB
