I have a postgres deployed form template. Recent security patches fail to deploy with following issue:

Any idea how to resolve it?

Is this a postgres service or a backend service?
That error doesn't looks like a postgres error, If you used the postgres template, it shouldn't build since the template already use a built image

ghcr.io/railwayapp-templates/postgres-ssl:17 - i understand it is deployed from pre-built image and it should just deploy so no idea what is going on here.

Is that error came from the Postgres service? If you had run railway up on your local environment, you might accidentally upload it to the postgres service maybe?
Try Redeploy source image from the Command Palette (Ctrl+K)

no - no railway up on my local - that was set up by hand. But the idea about accidental upload have helped to find the issue - for some reson the source image setting got wiped:/ everything works after restoring.
