postgres self-started redeploy and stuck in creating container

Postgres was working fine. Then found it was stuck in deploying (creating container). Didn't do anything to it. What did cause it to deploy again?

Hey, the Railway team will restart workloads for a variety of reasons like platform maintenance, updates, or if the host is affected. In this case, it was restarted for maintenance. I wanna apologize for the impact there.
