Production outage: Postgres service stuck deploying for >15 minutes with repeated “Mounting volume on ...” logs.
App cannot connect to DB; rails runner hangs in PG connection polling loop.
Users mentioned waiting 30s for page loads. Redeployed the service, no change in response times. Tried to redeploy PG and it's stuck in a "mounting volume" loop for approximately 20 minutes now.
