Did the most basic create new service -> postgres and it's been stuck for 30 minutes. Tried on several different projects.

Update: The change was trying to deploy to deprecated regions. I changed that, and your database deployed.
The database was trying to deploy to your preferred region, which was set to a GCP region. I've updated that to US-East Metal for you so that this won't happen again.
