Postgres unreachable over private network, Restart returns "Problem processing request" (production site down)

Services: pramanam (web) and Postgres (image ghcr.io/railwayapp-templates/postgres-ssl:18, volume postgres-volume, deployment ac309dcf, running since 23 Aug 2026)

What is happening, since about 06:50 UTC on 4 Oct 2026:

  1. The web service cannot reach the database. Deploy log:

    connection to server at "postgres.railway.internal", port 5432 failed: Connection timed out

    Gunicorn then reports "Worker failed to boot" and restarts in a loop.

  2. The Postgres service shows as Online and its own log is clean: routine checkpoints only, the last at about 06:35 UTC, no errors and no restart.

  3. In the dashboard, the Postgres "Database" tab stays at "Attempting to connect to the database..." and never connects.

  4. Restart on the Postgres deployment fails with "Problem processing request". Tried twice, several minutes apart.

  5. The site www.pramanam.net returns 502 "Application failed to respond" (request_id 2BtkqCzbTTCAmYR-9fVATg).

The web service was redeployed by a normal git push at about 06:50 UTC; the change was text only and touches nothing in the database or its connection. The same code runs correctly against a local database.

I have not redeployed or removed the Postgres service, because the data is on the volume. Please check the host and private networking for this Postgres deployment and tell me whether it is safe to restart it.
