Postgres Upload Speeds

Hey I'm working on a school project and trying to upload a 150mb csv and every time I try something like ".to_sql" its on pace to do it in 10 hours. I thought it was just my plan so I went from the hobby to pro but that didn't really do anything. Are these speeds normal? Seems slow

like is the public url throttled in some way

we do not throttle anything, but you would need to use the public url since you are connecting from outside of railway
