My Postgres volume postgres-volume-tOEX on project LexIA-Peru is at
479MB/500MB (96% full). I need it resized to 1024MB (1GB).

You can resize this volume yourself from the dashboard. Click the volume in your project canvas to open its settings, then use the "Live Resize" option to set it to 1024 MB. The resize happens live without any downtime.
