Postgresql database connection problem

I am having problems with connecting my railway to a postgresql database but I get ECONNREFUSED error instead, I have tried to use the ${{ Postgres.DATABASE_PRIVATE_URL }} but nothing seems to work out. It's the third day now but I have got no solution for this problem

DATABASE_PUBLIC_URL get from the Variable Setting at your Postgres in the project.

Then paste the value inside your web/service Variable DATABASE_URL

There is no DATABASE_PRIVATE_URL for postgres AFAIK, you should be using ${{ Postgres.DATABASE_URL }} instead, for communication over the private network.
