Your Postgres volume is at 495 of 500 MB, and PostgreSQL is crash-looping because WAL recovery cannot write to a full disk. The resize attempts failed because 10 GB exceeds the Hobby plan's 5 GB volume cap. Use the Live Resize option in the volume settings and set the size to 5,000 MB, which is the Hobby maximum, and PostgreSQL should be able to complete recovery once the extra space is available.
