My Rails app's pre-deploy migration (bundle exec rails db:migrate) is repeatedly timing out when connecting to Postgres over the private network, even though the database is online and healthy.
Error: PG::ConnectionBad: connection to server at "fd12:e9f4:d425:1:1000:12:6d72:1d1b", port 5432 failed: Connection timed out
This has happened identically on 3 consecutive deployments (2026-09-07 15:07, 2026-09-08 08:32, today) with no code or config changes between them. The Postgres database has been continuously online since 2026-08-23 with no issues. Build, publish, and container start all succeed — failure is only during PRE_DEPLOY_COMMAND after ~9 minutes.
This appears to be a private networking issue between the web service and Postgres that needs infrastructure investigation.
