I'd like to switch my billing method for my Hobby account to postpaid, to be able to use my template earnings. I have had the waiver for $5 off the Hobby plan, but the only way to migrate seems to be to cancel my active plan, and subscribing again - I'm not sure if my waiver (or even other things like data, etc) will still be there after I do so.

yes because both github & credit withdrawal options are locked

then the only thing you lose would be that waived fee, and if you do lose it, id just add it back for you
