  1. I think the minimum limits you can set are 0.5 vcpu and 500mb of memory.

You must take proper precautions to prevent yourself from getting ddosed as well. Putting your app through Cloudflare is a good start

Since my API is a roblox ranking api isn't the risk slim since only my games have the domain. That essentially means as long as I watch it, it doesn't really matter correct?

if it's a public domain then there is always a slim chance it gets ddos'd, we do not offer DDoS protection, so if that's a concern then you would want to use Cloudflare
