can someone explain what this means:
Note: For users with at least 80 percent usage on Railway hosted metal instances, all seat costs will be waived.we are a team of 3, ideally only 1 person need access to railway. but since railway only allow auto deployment to be done on commits from team members ig i would have purchase 3 steats? (3*20) for pro + resource usage?

You are correct. If you want auto deployment for all your team members, you will need to purchase seats for each member

Yes, the team announced that a while back. Technically yes, though it could be possible that a user who's deployments have been running on GCP still sees seat costs for that month as > 20% of their usage may have been on GCP

but from that month forward, seat costs will be gone. The team will likely release some sort of pricing update then

currently we only have a App used internally by a client 1 backend and 1 frontend (around 50-60 active users) its prod and dev environment.
and other public app under development 1 backend and 2 frontend with 2 environment dev and beta. we are expecting around 30-50 beta testers
so is it ok to go for hobby plan or is pro mandatory?

If you have clients, you should be on the pro plan. There are many benefits to the pro plan, including guaranteed support from the team in case of an outage or any other issue that may require team support
