If i use private network, would u API call be rejected from the server?

Private networking would mean that your services communicate privately without sending data to the public, which would eliminate egress. This is only between your services, you can still request external APIs.

ah, when I deploy, the region in the project was reset

You mean for newly created deploys? You can set a preferred region in your workspace settings (https://railway.com/workspace)

I have set region EU West, but I deploy service, the region is reset US East

Are you sure those new deploys are on this workspace?
