The second "usage" should be "estimated usage". It just extrapolates from how much you used. It isn't perfect. But you have only actually used $0.01 in "current usage". So really, really low.

Also, with the hobby plan, you get $5 (the cost of the plan) as a "gift". As in, you are charged a minimum of $5 a month. But you are only charged on usage. IE, if you use $7 of resources, you are charged $7 for the month. And if you use $3 of resources for the month, you are charged $5 for that month. Does this make sense?

It is a very good system. Lets them keep the lights on while also not pushing a high cost onto the user.
Right. Lets say you have usage that looks like:
$1 on CPU
$4 on memory
$2 on disk
$1 on network egress
You would be charged $8 for that month
But if you had usage that looked like:
$0 on CPU
$2 on memory
$1 on disk
$0 on network egress
You would be charged $5 for that month.
DB is "disk" space. Assuming you are using a volume on railway.
As for how much does a postgres db cost a month? Well, exact number is hard to say. But it should be less than this. You can play around with numbers on https://railway.app/pricing
