The Pro Plan charges $20 every month but in return provides you with $20 worth of discounted usage per month, same style as Hobby Plan if you are familiar with it.

Don't worry, no question is stupid. Yes, you are right, you will need to maintain a $20/month subscription plus usage fees for each workspace, as each workspace has its own separate billing.

For example, if you have both an Apple workspace and a Google workspace, they are completely separate entities, so you will need to provide a credit card for each one, totaling $40/month in subscription fees, plus any additional usage charges that exceed the $20/month allocation.

can two workspaces have different plans, cuase ones a smaller project and onesa bigger project so i dont want to load the small project with a high balance and it rarely gets used

Not a problem. As an example, I have my company's workspace on the Pro Plan for our commercial usage and a separate Hobby plan for my personal use.
