This morning my application stopped working, although before that everything worked fine for several months.throws this error

django.db.utils.OperationalError: connection to server at "containers-us-west-104.railway.app" (34.127.51.25), port 7098 failed: Connection refused

Is the server running on that host and accepting TCP/IP connections?
