Our production storefront is intermittently unreachable or extremely slow from multiple independent Ukrainian networks.

Symptoms:

From Triolan in Ukraine (AS13188), TCP connections to
anixmimix.com.ua on ports 80 and 443 consistently time out.

From Vodafone Ukraine mobile internet (AS21497), the website sometimes
loads, but only after a very long delay. Other attempts time out.

The website loads normally and quickly when the same users connect
through a VPN with an exit node outside the affected Ukrainian routes.

The issue happens before the TLS handshake. Example:

DNS resolution is consistent across the authoritative nameservers,
Cloudflare DNS 1.1.1.1, and Google DNS 8.8.8.8:
anixmimix.com.ua -> 69.46.46.96

The Railway-provided service domain is also unreachable through the
affected route, while Railway reports the deployment as RUNNING.

The independent redirect server at www.anixmimix.com.ua is reachable
and responds quickly, but it redirects users to the affected apex
domain.

The application itself appears healthy: the deployment is running, and the
website works through a VPN. This strongly suggests packet loss, a BGP
routing issue, or an inbound edge IP blackhole affecting Ukrainian ISPs.
We found reports of similar reachability problems affecting individual IPs
within Railway's 69.46.46.0/24 inbound edge range.
Could you please:

Investigate inbound reachability to 69.46.46.96 from AS13188 and AS21497.

Check whether the route is being blackholed or experiencing packet loss.

Rotate or reassign the inbound edge IP for anixmimix.com.ua to another
healthy Railway edge IP, if possible.

Let us know whether placing Cloudflare Proxy in front of this Railway
custom domain is the recommended fallback.
This is a production e-commerce website, and the issue prevents or severely
delays access for customers in Ukraine.

The Railway dashboard itself is also unreachable from the affected
Ukrainian networks:
railway.com -> 69.46.46.46 -> TCP connection timeout
Our production domain resolves to:
anixmimix.com.ua -> 69.46.46.96 -> timeout or extremely slow connection
Both addresses belong to Railway's 69.46.46.0/24 range. At the same time,
backboard.railway.com responds normally through Cloudflare, and both the
dashboard and our storefront work normally through a VPN.
This suggests that the reachability problem affects Railway's inbound
69.46.46.0/24 edge range from Ukrainian networks, not only our deployment.

I’m able to access your domain just fine.
Users from/around Russia have reported issues reaching Railway’s servers.
Unfortunately, Railway isn’t able to do anything about regional/ISP blocks. Your only option would be to use a VPN.
