i had trial project it expired now i can see project name but inside it there is no services i just upgraded my plan i would like to recover my project as it was configured

When a trial expires, the services within a project are removed and we're unable to restore them. The project container remains visible but the services and their configurations are permanently deleted. Now that you're on the Hobby plan, you'll need to recreate your services and redeploy. If they were connected to a GitHub repo, just add them back and Railway will redeploy from your repository.

thanks but it seems like the domain name is stuck on the old project, i deleted the old project now i try to bind new project with same domain it says unavailable, i deleted the CNAME record from my dns settings still same issue

We can remove the domain from our system so you can re-add it to your new project, but we need to verify ownership first. Please add a _railway.verify TXT record for the domain with a unique value, then let us know what value you set and we'll verify it and release the domain for you.

We do not delete anything; we only take the services offline so they don't continue to incur costs.
If something appears to be deleted, you have either logged into the wrong account, or you have deleted it yourself.
