UPDATE 2:
Now that I can see logs, it appears my environment variables are not being passed to the build process.
UPDATE 1:
I received an update saying "All deployments are moving through normally".
However, build is now failing immediately with zero log output. whereas before the outage it was running just fine.

I recently upgraded my account from the trial plan to the Hobby plan. A service that was previously running fine stopped once the trial ended. After the upgrade, it unexpectedly began a new deployment instead of running the last working deployment.
Unfortunately, the deployment consistently got stuck at the “Taking a snapshot of code” stage during the pre-build process.
In an attempt to resolve the issue, I deleted the service. However, the project is now stuck displaying “Applying 1 change” and has been in that state for over 30 minutes.
This has been a frustrating experience, especially right after entering my payment information. I’d appreciate your help in resolving this as soon as possible.

The service finally deleted, 38 minutes later.
However, creating a new service is now stuck in the same stage as before, "Taking a snapshot of the code..."

Thanks, would be nice to be informed of incidents within the Dashboard's UI.
Also the page you linked says "All system operational" – obviously not the case.
I can confirm that deployments for me are completely NOT operational.

Ongoing incidents are normally shown in the dashboard, however I am unsure of why this isn't the case for today's incident. I will raise this internally.

It’s not a separate issue. My issue is that your service went down and still hasn’t returned to a production ready state.
