psql: error: connection to server at "localhost" (::1), port 5432 failed: FATAL: the database system is in recovery mode

I am getting this error.

Database first crashed I believe because of ran out of space. Now it says recovery mode. I try restart and redeploy but still not working.

How to fix this without losing data?

Another question.

I pruned the execution logs from the PostgreSQL database. Since PostgreSQL doesn’t physically delete records but only marks the space as available, am I still billed for the total physical disk usage if it hasn’t been vacuumed?

Do I need to run a VACUUM FULL to actually reduce storage costs?
