I have tcp server running on railway , it is currently using a proxied domain and port given by railway. Is it possible is it possible to link a custom domain to the tcp server with the original port of the tcp server , because the option "add custom domain" seems to only work for http servers

unfortunately not, I've had success with proxying Railway's TCP domain with my own domain though, Namecheap also has DNS-level tools for proxying TCP domains

a very small subset of applications (most popular being a minecraft server) will support using srv records to cleanly point a custom domain to the arbitrary host+port that railway gives, though that doesn't help at all for applications that don't do that
