Question about billing (Hobby Plan)

I wanted to ask why I was billed $ 5.00 for hobby plan even tho I already paid it when I first bought the plan. I think I didn't quite understand the billing plan. If I understand it right I only have to pay the hobby plan fees the first time and then I only pay what I use.
Can someone clarify?

I just purchased my plan 7 days ago (see receipt). I deleted the account in order to start over because there were so many boxes that were confusing me. I need to reconnect with my paid account. I was also trying to rename the account and change to email, all to no avail. Thank you in advance for your timely response in this matter.
