Question about hobby tier

I have 2 questions. First if I'm running a project will the project stay on or does the system turn the project off after a period of time? The second the hobby tier is $5 month. How is it $5 and pay for usage. So is it a minimum of $5 plus the usage?

  1. Your project does not randomly turn off after a period of time

  2. The hobby plan costs $5 and includes $5 worth of usage, you don't pay more than $5 if your usage is <= $5. In other words, it's a $5 minimum spend + additional usage beyond the included $5.
