Each replica is a running instance that consumes resources (CPU, memory, etc.), and you are billed based on the actual resource usage of all replicas combined, measured per minute. So if you have 2 replicas running, both will incur costs based on whatever resources they each consume, regardless of whether traffic is reaching them.
