Questions about the Pro Plan

I've been using the Hobby plan but yesterday I decided to change to the Pro plan. I just have doubts because the $20 was not charged. I need to deploy a service but the message Paused from exceeding limits appears. When I try to pay again I get an alert "Psst You recently created a team called (names project). Were you looking for it instead?"

you do indeed have a team, but it is unpaid, the charge failed because of insignificant funds
