Rails 8 deployment on Railway: Health check always fails

Hi all,

I'm deploying a Rails 8 app on Railway and facing persistent health check failures with logs showing:

Puma starting… – Listening on http://0.0.0.0:3000

But Railway shows Attempt #1 failed with service unavailable

Despite server runs on 3000, the deployment still fails health checks.
