Railway.app is inaccessible on my NBN but working with Mobile network

it was accessible 3 weeks back but in accessible recently after this Microsoft outage not sure if it has something to do with it.

I am facing the same with https://vercel.com/ as well.

You are likely behind a firewall that is blocking Vercel, Railway currently runs their dashboard on Vercel so inadvertently Railway's dashboard gets blocked for you as well.

Unfortunately there's nothing Railway can do about the firewalls you are behind at this time, I would recommend a VPN or continuing to use your mobile data.
