Can you expand more on the use case you are trying to solve here?

I want functionality that i don't need to login to railway to see logs or billing or other management i do it through my own project management dashboard where i can create diff services on railway through api call or something and can see ui like it is on railway dashboard. Just asking if it is possible?

You could really do so via the API (https://docs.railway.com/guides/public-api) - you wouldn't be able to mange billing however. But, you'd be able to make your own custom client if you so please.

Ahh thanks i will check it. One more thing is it going to affect billing as accessing logs and services outside the railway network. Fo database it mentions about public and private network but for logs and services management it does same?

That is different, that doesn't affect you.
