You're likely on limited trial plan which doesn't allow code deploys (meaning you're limited to database deploys), this happens when Railway considers your github account suspicious which can happen when your github account is new or inactive

Unfortunately there's no workaround, you'll have to upgrade to hobby plan to deploy code on Railway
