I have my account connected to GitHub but I'm still on Limited Trial instead of the Full Free Trial. I need to be verified to generate project tokens and it requires at least a Full Free Trial.

IIRC your only options are to create a new Railway account with a Github account that has more activity and/or not as new, or to upgrade to a plan.
This typically happens because your Github account was probably too new or doesn't have much activity.
My github account is not new and has a lot of activity. It has a lot of private commits, repos, and i have it since 2023.

Since the process is automated and Railway doesn't manually grant you the full free trial, your best option is to upgrade to a paid plan.
