I have been fighting this for 2 hours this makes no sense . look
why is it that the first one fails and the second oen works? weirder stil, xxxxx is the same correct token.

When both tokens are set, RAILWAY_TOKEN takes precedence over RAILWAY_API_TOKEN. Since RAILWAY_TOKEN is a project token with limited scope, it cannot run the list command which requires account-level access.
