Railway has continued to have issues all day. The status page is now reporting that the issues are resolved and we are still encountering issues in which our services are unable to connect. Our PSQL instance is completely offline even though it is showing "green."

A complete restart of all database instances and a redeploy of all services fixed the issue for me. Hope other's have success with this and Railway responds with an official statement.

Same, the database can't start and all connection is failed. How can I restart it?

Yep, in some cases, a restart will be needed.

The incident is described at https://blog.railway.com/p/incident-report-february-11-2026. But I can attest that our site was still down at 5pm EST and had to be manually restarted.
