I have PR environments set up for my new PRs. it works, sometimes. but sometimes it does not, and I don't know why. for example, this PR, no preview environment: https://github.com/HeyVincent-ai/Vincent/pull/57
but for this one which was like 15 mins before, it did deploy a preview env: https://github.com/HeyVincent-ai/Vincent/pull/55
i'm using legacy builds, should i switch to railway metal or something? is it because i changed to a Dockerfile build process? i am just so confused as to why it's not deploying consistently

it looks like it did actually deploy the preview env for PR 57 - the bot just didn't comment on the PR
