Railway does not provide static outbound IP addresses on the Hobby plan, so there is no fixed IP to add to your MongoDB Atlas Network Access List. Static Outbound IPs are available on the Pro plan, which would give you a consistent IP to whitelist in Atlas. On the Hobby plan, the only way to connect to Atlas is to allow access from all IPs (0.0.0.0/0) in your Atlas Network Access settings.
