I have enabled PR environments for a particular project but see that a service that isn't part of the project is also being deployed (shown in github PR)
This service is not in the project discovery map though, would like to know how the service gets auto deployed even when not defined in the project

Seems like that service was there! But got dragged outside of the project canvas view, needed to select 'Auto Layout' to bring it back into view.

"That's unexpected. Since the service isn't in the project discovery map, I wouldn't expect it to trigger a deployment. Could it be that this service is linked via a shared
railway.tomlor perhaps it's inheriting a trigger from a connected repo that's part of the PR? I'd double-check if there are any service-level override settings or webhooks configured that might be bypassing the project-level scope."
