Tried to delete this and a remove the attatched volume and add a different database. It seems the project has been stuck on Applying 6 changes and I cant add/change anything else.

Heya, sorry for the bad experience.
Did you get your changes across ? deleting a service can take a while and hang other actions for a bit, but it shouldn't last long.
We're always working towards making the platform better and the team is aware, so hopefully you don't run into this again
