Records have been
correct for 24+ hours, CNAME shows green in Railway UI, TXT stuck yellow.

Try removing the domain from Railway and add it back after ~10-15 mins. Update DNS records as necessary.

Your DNS records seem to be correct. If a certificate isn't issued within a day, try to re-add your domain as suggested.
