read ECONNRESET when trying to connect redis/postgres

I'm not sure when, but sometimes after build, my project wont start up because of an error: read ECONNRESET sometimes it's postgres and sometimes redis...
ProjectId: f5d28112-6f4f-4b45-b9c0-96bf546a16e7
Changing the Region of all the services to "US East" solved it... for now... or maybe it's just was a successful random...
