Hello Railway team,
We are migrating the BlackVision WhatsApp bot from Railway to Vercel and need a read-only export of the historical data stored in its retained volume before completing the cutover.

The trial expired and the service has no active deployment. Railway CLI 5.51.1 is authenticated and linked to the correct project, environment, and service. The non-destructive command:

returns:
Service blackvision-whatsapp-bot has no active deployment in environment production. Deploy or restart the service before using file commands.
We do not want to wipe, delete, detach, restore, or otherwise modify this volume. Could Railway provide a read-only export, or temporarily enable file access so we can download the volume safely? If this is not possible on the current plan, please confirm the minimum safe action required to activate read-only download without risking the retained data.

The volume is intact with its 148 MB of data in READY state, so nothing has been lost. However, we're not able to grant read-only access or temporarily reactivate services on accounts with no active plan. The workspace's trial has expired, leaving it with no subscription.
To regain access, subscribe to the Hobby plan ($5/month, which includes $5 of usage) from the billing page, then deploy the service so the volume mounts and you can export your data.
