Subject: URGENT: TCP_OVERWINDOW drops blocking all MongoDB Atlas connections

Issue: Every outbound TCP packet to MongoDB Atlas (port 27017) is dropped

with TCP_OVERWINDOW status at the Railway egress layer.

Affected MongoDB Atlas IPs: 65.62.241.119, 65.62.241.128, 65.62.241.110

Service internal IP: 10.223.30.141

Reproduced in: Both US East (iad) and EU West (europe-west4-drams3a)

Application error: Mongoose buffering timeout after 10000ms on all queries

This is blocking all database operations. Requires immediate investigation.
