You can go to your [account billing page](), you'll see a Refund button in your latest billing history

but in my billing history, don't show the button to refund the $20 to pro plan

Hey, I asked the team about this and it appears it is possible to request a refund for a deleted account
You'll have to send an email to billing@railway.com containing the following:
Reason why you're requesting the refund
The invoice, in PDF format, that you'd like to have refunded
Also make sure you email Railway from the same email that was associated with that Railway account
