region help while deploying

while deploying the project i removed all the region still project is not been deployed..

there are some paid locations but im not using them still it is not deploying and showing you acnt use this location but i have allready removed that location

Your "NewsHub" service is in a FAILED state, and your workspace subscription is currently inactive. A service requires at least one region selected to deploy, so removing all regions will prevent deployment. Please select one of the four available regions (US West, US East, EU West, or Southeast Asia) in your service settings under the "Regions" field, and ensure your subscription is active by visiting your billing settings.

Issue: Region 'asia-southeast1-drams3a' is stuck in multiRegionConfig and won't clear. 
Every deployment fails with: "Region asia-southeast1-drams3a is not available"

I've tried:
- Removing via API multiple times
- Setting multiRegionConfig to null
- Setting multiRegionConfig to empty object
- Replacing with valid regions

The region persists in every deployment attempt. Please manually clear this from the backend.
